Part 4: Government Examiner of Questioned Documents (GEQD)
there are only three GEQD (Government Examiner Of Questioned Documents) departments which are situated in Kolkata, Hyderabad, and Shimla. However, in 2014, the Ministry of Home Affairs (MHA) decided to merge three GEQDs with their respective CFSLs, (Shimla with CFSLs in Chandigarh).
- 1st GEQD: Shimla (1906) (also the second oldest GQED in the world after Scotland Yard)
- 2nd GEQD: Kolkata (1963)
- 3rd GEQD: Hyderabad (1968)
Part 5: Central Finger Print Bureau (CFPB)
- The use of fingerprints for personal identification was first suggested by Sir William Herschel, District Magistrate of Hooghly District, Bengal province, in 1858.
- Dr. Henry Faulds later proposed the idea of identifying criminals through latent prints found at crime scenes and concluded that no two fingerprints are alike.
- Sir Francis Galton, an English Scientist, established the scientific basis of fingerprint uniqueness and permanency.
- Sir Edward Richard Henry, Inspector General of Police, Lower Bengal, with assistance from Khan Bahadur Azizul Haque and Rai Bahadur Hemchandra Bose, developed a fingerprint classification system, leading to the abandonment of the anthropometric system.
- The world’s first Finger Print Bureau was established in Calcutta (now Kolkata) at the Writer’s Building in 1897.
Establishment of Central Finger Print Bureau (CFPB):
- Central Finger Print Bureau (CFPB) has the honor of being the first Fingerprint Bureau of the world set up in 1897 in Kolkata.
- The CFPB was established in 1955 in Calcutta (now Kolkata) under the Intelligence Bureau’s administrative control.
- In 1973, administrative control was transferred to the CBI.
- In July 1986, the CFPB was placed under the administrative control of the newly formed National Crime Records Bureau and is located at East Block-7, R.K.Puram, New Delhi 110066.
